He was able to register on paper using the UCI national federation supplementary rider and open registration slots.
He's maybe at most a local hero (gaging by footage, he's sub Average American local venue level rider)
He had no business there, whether he was on a hardtail or a world cup level dh rig.
This is the UCI's fault for not requiring a minimum speed or rider capability threshold.

Marzocchi Athletes Are Migrating to Fox - Recent SEC Filings Suggest There Could Be More to This New Strategy
Marzocchi versions of the fox products are amazing. From experience a Z1 is not the same fork as a 36 grip sweep. The damper is way more aggressive and the coil option is bad ass.
Hands down, if I wasn't kidding myself this is the best single crown fork on the market boosting insane value. Makes everything else feel like a gimmick.
All this being said, their product lineup is becoming as complicated as rockshox, which has an idiotic amount of overlap it's disgusting.
I'm my opinion, keep the marzocchi versions and phase out the fox overlap.
Also. Give us bronze stanchions and chrome crowns like the good old 2003 marzocchi days
