@mtnjamscott: The US federal government generally does not do this, and it should not. We have a federal system for a reason - what is best for NYC is not best for lots of other places in the US. There are lots of sprawling cities with nice weather where a higher speed than is appropriate for NYC would be a net benefit because it would get more people out of cars and onto electric scooters. And, as I said above, we live in a representative democracy, and the people get to choose the balance they want between human health and safety and other things. We had 55 mph speed limits on highways, but we raised them to 70 mph. This has nothing to do with anyone's profit, it is just that people want to get where they are going faster and are willing to accept some extra risk to do it.

@briain: I am legitimately curious about this. German police have portable dynamometers onto which they can mount scooters and e-bike out on the streets? US police force vehicles also have calibrated speedos, and also can prosecute for dangerous driving. None of that works in NYC. They simply can't follow scooters through NY traffic. Only an officer on foot has a chance of confronting a scooter rider, and generally the miscreants won't stop for an officer on foot.
