This really doesn't change much for the average e mountain biker in NJ. The insurance mandate is for riding on public roads. The rumor about forcing a DOT helmet for class 1 is just that, and not mentioned in the bills. The age restrictions are targeted towards those people not old enough to have a drivers license and who do not understand basic traffic patterns. We've all seen groups of kids (some of which charge pretty hard and would make great mtb'ers) riding down public roads and sidewalks with no helmets and no regard for other peoples safety. They weave at cars... its pretty scary to see. NJ has had a pretty strict set of e bike laws since 2019 as well, which has gone unenforced. There was no mandate on insurance companies or even provisions at the MVC to make things legal. So it went unchecked. This part of the bill IS a little scary for MTBer access in NJ. e.
