But I was soon hit with a bill from the shipper for 89% of the order cost due to all the other tariffs that I was not prepared for.

Probably any that use a front wheel tray, so they are essentially only touching your tires. Ideally also with enough space between trays to prevent pedals from contacting frames as the cranks end up rotating (strapping pedals works too). Extra spacing can also help prevent issues with brake levers rubbing on top tubes, etc. We drive dirt roads to get to all the good trails near us and the velocirax 5x has been great (the 'x' is for the extra space between trays vs their normal 5 tray rack).

I think the Ibis site is wrong. Ibis just sent out their announcement email and it lists 34.9: "34.9mm seat tube ID for stiffness and durability with droppers over 200mm"
