IT looks like the tire is mounted in a bedding compound of some sort. I'm rather curly myself what they did and why. If they glued the tire to the rim it will be hard to bump the tire and you might be able to ride it down the hill without any air in it. And all that without to much added weight...

Normal electrical tape won't hold on the the cables that long, the glue isn/t very well (for this purpose) You can use vulcanizing tape, it hasn't got any glue, so your cables will come out clean but the different layers of tape will "melt" to each other to make a lasting bond. Won't look as tidy as shrink-wrap but it's a lot less work...

April 2017 - Good Month or Bad Month?
I smell BS with the 20mm boost hubs... Just look at this picture of a non boost hub and then tell me it's not possible to move the flanges 5mm outward AND keep the rotor in the same place.. What's Going On With Loic Bruni's Brakes? - Crankworx Rotorua
I'd guess it's a pressure transducer to measure the amount of braking and compare it to the suspension movement. The caliper mount has a threaded hole that could be used to mount a temperature sensor measuring the caliper. In my opinion it wouldn't be very valuable to know the temperature of the oil that far from the caliper, there's a chance that oil never reaches the caliper at all...
