Kind of, but small changes can be very noticeable e.g. especially 10mm stem length or or on/off your bars, it can make real improvements to your riding position. That said their setups are pretty similar really as you'd expect what with them both being about the same weight/size

You Don't Need to Learn on a Hardtail - Opinion
I would agree at the $500/£500 mark a hardtail is best, but 1000+ I think a full sus is the best bet. I know the arguments for learning on a hardtail are valid, but I think a full sus is a quicker route to riding technical trails faster, safer and ultimately more enjoyably as you're not getting as beat up. Mind you if you are still in your teens with rubber limbs then yeah go for it. The goal posts have moved so far now on how good a rider you can be that you'll need a hardtail to get learning backflip tailwhips quick.
