It isn't though. The nose is close to the top of the headtube, the part were you'd sit is significantly lower. Looks like it would be around knee height when standing, which is what I prefer

@BlakeXZjCl6: Those weren't always the rules, actually. It used to only be a DQ if you gained an advantage, and it was awful. There's no objective way to judge that most of the time
