Probably to counter balance the mad G-Forces hes pulling so he doesn't get flung off his bike and stuck in limbo.

As stated its a cut down spike tire. I would classify the Wetscream as a spike tire, these are designed for use in loam and loose conditions, not just muddy and wet conditions.
