 The slow motion was shot at 60p, the trick is to create your project in 23.8 fps so that way you can slow down the footage to 40 percent of its original speed.

 what do you mean by "create your project in 23.8 fps"?
So you shoot the footage using 60 fps and then somehow upload it in 23.8 fps?

 Yea shoot in 60p and when starting to edit you will be given options regarding the project such as aspect ratio, resolution, and fps. Simply set the fps within the project to the lowest number. That option should be present on CS6 swell as Final Cut.
