 That's the timing transponder, It's what tells the race computer when a rider starts and finishes his/her run.

 Yeah, it's kashima. Every bike I've seen this year with the kashima fork also runs a kashima shock. It works on the exact same principle as the fork, yet many people overlook it; improved fluidity and makes the stroke smoother.

 No, this is "riboo88hun"s comment. You should have asked that question in another comment, not in response to his. But the red tab is a transponder, used for timed runs etc, and seeing who's quickest in practice.
