At least for small builders, there are no testing requirements. There are various testing standards out there that would be smart to meet, and no guarantee that someone won't try to sue you if the bike you built them breaks, but custom frames would be prohibitively expensive if they had to test every design before selling.

It's much more expensive and slower for a major manufacturer to adjust, they are usually planning much further down the road. That's why a lot of these innovations are seen from small frame builders first and then get copied by the bigger guys. Like turning on a jetski vs a billionaire's yacht.

Pinkbike Poll: Center Lock or 6-Bolt Brake Rotor Mounting?
@imbiker: 1. If you've bent the rotor that bad, you also probably crashed very hard and are possibly not riding out of there anyway. 2. Nobody is carrying a spare rotor on rides, so you are down a brake even if you can remove it. Just take the brake off with your multitool instead of the rotor and you are in effectively the same position.

Pinkbike Poll: Center Lock or 6-Bolt Brake Rotor Mounting?
@imbiker: If a centerlock rotor becomes loose, it can't go anywhere because the splines and caliper hold it in place and you can still brake. If a 6 bolt rotor were to come loose, it will drop down until the ID hits the hub, and your caliper will have nothing to grab.
