In any branch of cycling, is the UCI viewed as a positive force? It seems that they are self appointed and are not fit for purpose across the board. The sport of cycling should abandon them and form a new governing body with a better understanding of the appeal of the sport and modern viewing platforms.

The difference is expectation.
If the product is free, it is much easier to forgive teething problems and quality issues.
If you charge a fee, it somewhat implies that the people involved are professionals that back their own competence to deliver a premium service. It's harder to ignore issues or quality drops compared to the preceeding free product.
