@toast2266: what is the issue though, going uphill at 15mph isn't going to kill anyone. Downhill, the speeds are the same. A Surron slamming into a grandma walking up a hill in the woods I see a big problem with.

@lancet-muffler: there's a pretty massive difference between a 20kg pedal assist e bike limited to 15mph and a throttle powered 50kg Surron going 50mph isn't there?

To me the laws at the moment are fine, power doesnt really matter as long as seated climbing you dont wheelspin. It's speed that creates danger for other people, like the crazy Surron kids with balaclavas. An e-bike weighing 5kg more than a normal bike going 15mph up a hill in the woods isn't such a threat.
