NRW have taken a pretty draconian response in order to prevent any "conflict" between riders and people/cars at Risca, with closure if some trails and controls on others. Its a shared environment, so if we all respect others right to be on the hills hopefully NRW may relax in the future.
When building trails there's a need to be respectful of ecology to avoid damage to sensitive environments and species.

UK Bike Shop Chain Evans Cycles to Cut 300+ Jobs
I went to Evans once , pre Mike Ashley, as my gear cable had broken on my commute into work, after two people spent 5 minutes looking at a screen they told me they were too busy, I assumed they were joking, they weren't so I never went back. Ashley is a complete twat and turns most things to shite.
