Ok what you are working with is a 1920 x 1080 frame size. In the project settings, make sure the sequence is 29.970 frames per second, and set to interlaced. Near the bottom of the same menu is another setting called something, but change the setting to interpolate fields.
Then select the box that says 'make this the default setting', select it.
Then when you export just do 720p 30fps in the AVC catagory (mp4 extension).
Just realized you might be on a cheep form of Vegas but try that out. Plus removing the frame blending will speed up render times.
