FCK UCI. When they made the deal they could have insisted that there is at least worldwide availability for the broadcasts. But of course they didn't. Because all they care about is money, not the sport.

UCI & Warner Bros. Discovery Announce Viewing Options & New World Series Branding for 2023 World Cups
@islandforlife: they didn't cut it loose, Redbull wanted to continue with the broadcasts. Warner Bros. simply made a higher bid, which of course is easy if they planned with the revenues from the subscriptions. And since the UCI doesn't care about accessibility or quality, they of course accepted the model from Warner Bros.
