I think it comes from if you are gravity orientated, like living in Whisler or the Alps, an Enduro bike gets called a trail bike. Even though thats confusing when if you are anywhere else a trail bike is 130mm - 150mm. The term can be a bit ambiguous, depending on context.

From experience, a 140mm carbon hardtrail does not ride very nice. Too stiff. If you try to use the fork to its potential, the rear end will hammer you on the chatter!

Trying to clean and maintain a complicated suspension design through a UK winter is enough to make you want to kill yourself, or simply just not ride. Even just keeping it clean becomes a huge task, in grim cold conditions. I can totally see the attraction to a simple hardtail that is very easy to clean and for some this will certainly impact your desire to ride at all through the winter months.
