Looks like it's the seat tube that's of centre (intentionally) and sunder the seat stay bridge has been lived up with that in the photo, the wheel looks off. I could be wrong though

First Look: Maxxis' New Dissector Tire is Made for Dry, Loose Conditions
I've walked two exo casings on less than 2 month old 3c tires, both were running over 26 psi I did notice done very very small rips (like 2mm long) right above the bead in both cases which could well have been the cause. Now running specialized grid and DH tires with no issues

@zede: I'm not saying you're wrong, but enforcing the way they did seems like a half decent response to stop a problem. With that said obviously a more even punishment would be much better across the board

the cities choices were to stop some riders who were acting in an unsociable way from riding public transport, disrupting other users - walkers etc No, the ban isn't ideal for riders, but you can still take on a trail bike and half shell helmet as far as i'm aware. TL;DR act like a dick, ruin it for everyone
