Windows Movie Maker comes free with Windows. I haven't used any other free programs, just search on google and lots of them come up. Here's a few here desktopvideo.about.com/od/editingsoftware/a/freevidedit.htm

Adobe Premiere Pro and After Effects CS5. It takes a lot of patience and mucking around to get the effects, the program doesn't magically do it for you, but these programs certainly put a lot of power at your fingertips.
