Love it to be ratboy. Don't think the track is difficult/steep enough for Hart to shine through like he did at the champs. Gee is always a good bet for consistance.
I believe its one whistle for when a rider clears the section for sure but its multiple whistles when they bail - not sure how many whistles, I think they also blow multiple whistles when you are being approached by a faster rider. Hey I think I might just go ride my bike now.
Such sarcasm goes right over so many peoples heads. They should have a Marshal warning people to keep clear of the practicing riders. He could yell when riders crash n stuff.

The marshals are the ones blowing the whistles. Its a part of your job as a marshal to blow the whistle when a rider enters your zone, not only does it let people ahead know a rider is coming down very soon it can also help crews track down a rider whose crashed (If a marshal hears a whistle but after some time doesn't see a rider, that could mean the rider crashed somewhere out of sight) The whistles also help marshals communicate, for instance 1 blow=rider up, 2 blows=rider down, 3 blows=need help right now(serious injury) obviously some races are different from others but this is just what I was taught
