 Lets say your total lung capacity is 1000 ml, if you exhale 300 ml you can only inhale 300 ml in return; so I would think it is more important to exhale a larger volume, let's say 700 ml, now you can refill the lungs with 700 ml of air and be more efficient. It is more important to tap into the expiratory residual lung volume to take it to the next level.
